The trick is to make sure the pieces are easy to manipulate AND the picture tells enough of the story for the child to figure out what is next. And it goes without saying, but when we reviewed the wooden puzzles for younger kids, we had to be really tough on durability
Puzzles for older kids: Here we are into the 500 piece puzzles as well as 3-D jigsaw puzzles. In fact, we have puzzles you could never imagine when you were a kid; 3-D Ocean World Puzzles as well as a 5x5 Rubix Cube if you really want the toughest puzzler of them all.
